Government Forms Committees at Union Territory and District Levels to Bolster Cooperative Movement in Jammu and Kashmir

Srinagar, Dec 19: The Jammu and Kashmir government on Tuesday approved the formation of a Union Territory Level Cooperative Development Committee and a District Level Cooperative Committee to enhance the cooperative movement’s strength and expand its outreach in the UT.

According to an order, the UT Level Cooperative Development Committee will be chaired by Chief Secretary J&K, with members including Administrative Secretaries from Agriculture Production, Finance, RDD & Panchayati Raj, Revenue departments, Registrar of Cooperative Societies J&K, Chief General Manager of NABARD J&K, Convener of J&K Lead Bank (UTLBC), representatives from National Cooperative Development Corporation (NCDC), National Diary Development Board (NDDB), National Fisheries Development Board (NFDB), Chairman/Managing Director of State Cooperative Bank, Chairman/Managing Director of State Federation of Dairy Cooperative Societies, Chairman/Managing Director of State Federation of Fisheries Cooperative Societies, and any other co-opted member. The Administrative Secretary of the Revenue Department will serve as the Convener.

The UT level committee has been tasked with ensuring comprehensive coverage of Panchayats/Villages in the UT through multipurpose PACS or primary dairy/fishery cooperative societies. It will review district-wise action plans for establishing new multipurpose PACS or primary dairy/fishery cooperative societies, aiming to establish two lakh such societies in the next five years nationwide.

The committee will extend support for the preparation and updating of the National Cooperative Database, develop an action plan for setting up UT/District level federations, establish linkages of existing and new primary cooperative societies with DCCBs/StCBs, and ensure convergence of various Government of India schemes at the PACS or dairy/fishery cooperative society level.

Additionally, the committee will provide policy support for creating infrastructure at the cooperative society level, including the allotment of government/Gram Sabha land to PACS, and assist the District Cooperative Development Committee (DCDC) in implementing plans at the grassroots level.

Similarly, the District Level Cooperative Development Committee will be chaired by the Deputy Commissioner, with members including Additional District Development Commissioner, Assistant Commissioner (Panchayat), Assistant Commissioner (Revenue), Chief Agriculture Officer, Chief Animal Husbandry Officer, District Sheep Husbandry Officer, Assistant Director (Fisheries), Assistant Director/District Officer (Handloom), Assistant Director/District Officer (Handicraft), Assistant Executive Officer/District Officer (KVIB), Area Marketing Officer/District Officer (Horticulture – Planning & Marketing), Managing Director of DCCB/StCB, District Lead Bank Manager, District Development Manager of NABARD, representatives of NDDB, NFDB, J&K Dairy/Fisheries Cooperative Federation, and any other co-opted member. The Deputy Registrar of Cooperative Societies will serve as the Convener.

The District Level Committee is directed to ensure regular and timely updates of the National Cooperative Database, prepare a District Plan for establishing new multipurpose PACS or primary dairy/fishery cooperative societies, and establish linkages with existing and new primary cooperative societies. It will facilitate the setup of District level federations, if not already present, coordinate with stakeholders for plan implementation, and provide support for the registration of new primary cooperative societies.

The Cooperative Department will be the nodal department overseeing the comprehensive implementation of the plan.
