Government Provides Employees with Final Chance to Submit APRs, Cautioning Against Non-Compliance

Srinagar, February : The government of Jammu and Kashmir has granted its workforce a final opportunity to submit Annual Property Returns (APRs) via the PRS Portal, extending the deadline as a “last and final chance”.

In a circular issued by the government, referencing Circular No. 36-JK (GAD) of 2023 dated December 21, 2023, and subsequent notification dated December 29, 2023, it was mandated that all employees working under the Jammu and Kashmir Government file their property returns for the year 2023 from January 1, 2024, to January 31, 2024, on the PRS portal accessible at https://prs.jk.gov.in.

However, the circular noted that many employees failed to adhere to the stipulated timeline, resulting in a default in this mandatory process. It further observed that while various employees registered on the portal, they did not submit their property returns, thereby defaulting on their obligation.

Non-compliance with the submission of property returns by government employees carries punitive actions under the Jammu and Kashmir Public Men and Public Servants Declaration of Assets Act and its associated rules. Additionally, defaulting employees may be deemed guilty of committing criminal misconduct under the Prevention of Corruption Act, leading to punishment under the Act.

Moreover, failure to submit property returns would result in the denial of vigilance clearance for defaulting employees.

To address these issues, the General Administration Department decided to grant a final opportunity to defaulting employees who failed to submit their property returns within the stipulated timeline. The circular stated that thereafter, no further opportunity would be granted, and action as specified above would be initiated against defaulters.

Defaulting employees are now permitted to submit their property returns through online mode on the Property Return System (PRS Portal) from February 13, 2024, to February 27, 2024. The circular emphasized that employees who registered on the portal but did not submit their property returns should do so during this period. Additionally, unregistered employees must register on the portal and subsequently submit their property returns within the stipulated period.

Employees encountering issues related to OTP are advised to update their current mobile numbers and email IDs on the CPIS portal. For any other technical support or concerns, they may forward their queries to support-prs@jk.gov.in for prompt redressal.

Controlling Officers, Drawing and Disbursing Officers (DDOs), and Administrative Departments are instructed to ensure compliance with filing property returns by all defaulting employees within their establishment, with the latter tasked to assess progress in this regard.
